My DH and I took ASL classes through the college several years ago. Part of the requirements were that we visit a deaf and hard of hearing meetup in Houston. We went twice, I think; but had to travel to different malls in Houston. I haven't gotten e-mails about the group in a long time, but your sister can register at meetup.com if she's interested. There's a search engine for the site, she can just put in deaf and hard of hearing and it should take her right to the local group.
When we visited the group was extremely large and rotated to different malls across Houston. I think that the person that organized them moved or needed a break, and the group doesn't look as large or as active now.
