Officer accused of using mace on duck

It was taking so long for the video to load, I gave up. But, why? Why did he mace a duck? That just makes no sense whatsoever!

It was a female officer on a smoke break outside of the station. A few women were nearby and said that the officer was macing the duck and laughing. They both said that the ducks were not coming at them or bothering them in any way. Both officers were laughing, but only one sprayed the duck. :mad:
